INTRODUCTION OF ADVOCATES FOR THE PROMOTION OF TRANSPARENT PROCUREMENT INITIATIVES (APTPI)
On behalf of the Board of Trustees and the Management of Advocates for the Promotion of Transparent Procurement Initiatives (APTPI), We are pleased to formally introduce our organization as a dedicated Civil Society partner in Nigeria’s quest for a more transparent, efficient, and accountable public procurement system.
APTPI is founded on the recognition that public procurement remains the single most critical interface between government expenditure and tangible development outcomes. In the context of Nigeria’s evolving fiscal landscape characterised by large-scale budgets, increasing capital allocations, and rising deficit pressures, the efficiency and transparency of procurement processes have become central to national development, fiscal sustainability, and public trust.
⦁ Promoting transparency and accountability in public procurement processes across all stages of the procurement cycle
⦁ Inspiring Value for Money (VfM) across all public procurement processes through independent monitoring, data-driven analysis, and citizen engagement.
⦁ Advocating for the adoption of open contracting principles by promoting disclosure, accessibility, and usability of procurement data across all MDAs encouraging policy adherence.
⦁ Strengthening collaboration between government, civil society, and development partners to reduce procurement inefficiencies, leakages, and corruption risks.
⦁ Provide policy research, diagnostics, and reform recommendations aligned with global best practices

We recognize the operational realities faced by the Bureau of Public Procurement (BPP) and procuring entities, including:

Our approach is therefore not adversarial, but collaborative and reform-oriented, aimed at strengthening systems rather than attributing blame. We understand the administrative pressures leading to "Contract Splitting" and "Emergency Procurement" rushes. Rather than just flagging these as violations, we offer technical toolkits to MDAs to improve procurement planning, thereby reducing the need for opaque, last-minute spending.
